i don't know if it can be done. it's not people who are posting that stuff, it's 'bots' or programs people write to do it. you can delete those comments though.
I know Mike was having that problem, and he set something up where people have to verify themselves before they can post, but since I don't have blogger, I don't know what he did - but I'm sure if you leave a message in his blog and ask, he'll tell ya:
